Biography
Eduardo Espinoza is the Assistant General Manager for the Cucamonga Valley Water District. Mr. Espinoza joined CVWD in 2011. His major responsibilities include developing strategic relationships to advance the District’s regional agenda and ensure service objectives are met and executing the District’s water supply planning and operational goals. He oversees the District’s Engineering Department which is responsible for Capital Improvement Projects, District master plans, GIS databases and asset management systems, developer projects; water resource management and water rights affairs; and he oversees the Operations Department which is responsible for water and wastewater utility maintenance, production and demand operations and objectives, SCADA systems management, and water treatment. Mr. Espinoza also oversees Information Technology services which plans and manages technical support of District-wide computer systems, data networks, and hardware and software maintenance; and the District’s Government Affairs which is responsible for identifying and managing legislative priorities, and developing relationships to advocate for the District’s legislative best interests.
Mr. Espinoza is a California licensed civil engineer with 23 years of experience in the water industry in both private and public sectors. He has a Bachelors of Science degree in Civil Engineering from the University of California, Berkeley.
