In 1983, the California Legislature enacted the Urban Water Management Planning Act (California Water Code §§10610 - 10656, 10608) (UWMP Act). The UWMP Act requires that every urban water supplier that serves more than 3,000 urban connections or provides more than 3,000 acre-feet of water annually is required to submit an Urban Water Management Plan (UWMP). The UWMP supports the supplier's long-term resource planning to that adequate water supplies are available to meet existing and future water needs. The UWMP Act describes the contents of the UWMP as well as how urban water suppliers should adopt and implement the plans. Updates to the UWMP are required every five years and maintain the District's eligibility for state grants.
Revisions to District’s Water Supply Shortage Contingency Plan (WSCP)
The District's existing Water Shortage Contingency Plan (WSCP) consists of nine levels/stages. To comply with the UWMP Act, The WSCP must include a crosswalk that translates the District's existing categories to the six standard water shortage levels. To meet this requirement, on June 8, 2021, the Board of Directors adopted an updated WSCP which is included in Chapter 8 of the 2020 UWMP.
On May 31, 2018, Senate Bill 606 was signed into law requiring all urban water retail suppliers to adopt a WSCP. The State added new reduced water usage levels, which are not currently in the District’s WSCP that was last revised in 2015. Ordinance 2019-5-1 added three new levels to the District’s WSCP in accordance with State law.
